Andrey Titov was born on March 20, 1982.

In 2004 he graduated from the Siberian Transport University.

2004 – 2013: worked in the branches of Russian Railways.

2013 – 2021: held leadership positions in various commercial structures of a railway sector.

2021 – 2025: Head of the Finance, Accounting and Planning Department in the Russian Trade Union of Railwaymen and Railway Construction.

In October 2024 he was elected FNPR Vice-Chairman.
